The 38th Southern Common Market Summit (acronyms of MERCOSUR) took place on December 7 th to 8th, 2009 in Montevideo, the capital of Uruguay. The presidents of the 4 official agency member countries ( Argentina, Brazil, Paraguay ,Uruguay) and the president of Venezuela which is under the membership application attended the meeting. The meeting strongly condemned again the coup in Hondruas, and declared that the election result was’illegal’and not recognized. Cristina, president of Argentina which just received the rotating presidency of Mercosur power transfer ,said that during its presidency, the Southern Common Market will continue to negotiate with EU based on the current negotiations to sign the trade agreements and will continue to achieve regional integration efforts.

MERCOSUR(South American Common Market) is the largest economic integration organization in Latin America, it is also the world’s first common market which is entirely comprised of developing countries.
From 1996 to 2004, Chile, Bolivia, South Africa, Peru, Colombia and Ecuador have become the Mercosur member countries. Mercosur member states cover a total area of about 11.8 million square kilometers, accounting for 67% of South America;It has a total population of about 246 million, accounting for 65% of South America. Mercosur was established in March 26, 1991. 3 years after the trial run, the formal operation started in Janurary 1st, 1995. Since the establishment, Mercosur has made remarkable achievements and has become the fourth largest economy in the world. Moreover, the scope of the organizations also extends to other fields, particularly in political and diplomatic development.
